What Is Happening:
The notes have a blue circle on top and they keep loading. When you select a note to open, it says it's unavailable because it's downloading from iCloud.
How To Fix:
Typically this happens because the iPad Storage (not iCloud) is full or almost full on your device.
You can check this by going to the Settings App > General > iPad Storage. If the bar at the top is full or almost full, then there is not enough space to download the notes from the cloud, causing Notability loading issues.
To fix this, DELETE data to make more room - look at things like Netflix, Prime Video, Disney+ downloads, music downloads, and old games.
Also, enable the option to OFFLOAD UNUSED APPS function (usually suggested) to save space. Or turn it on manually by going to Settings > App Store in the menu on the left side > Slide the switch next to Offload Unused Apps to turn on.
